Humanitarian aid is failing cheaply, not efficiently.

The international humanitarian system is doing less with less, yet grading itself far too kindly. According to the State of the Humanitarian System report by ALNAP covering 2022 to 2025, aid reached fewer people and gave each of them less, while funding for each person targeted halved from 178 US dollars in 2021 to 90 US dollars in 2025. In Goma, Democratic Republic of Congo, not one minimum humanitarian standard was met for 600,000 displaced people for eight months. Rather than confronting this collapse, the system has rebranded shrinkage as efficiency. Meanwhile, proven approaches like flexible multiyear funding went backwards, and local actors received just 4.3 percent of humanitarian funding directly in 2025 while bearing the brunt of the savings.
